GAINS Center for Mental Health Services serves as a clearinghouse for information through the National GAINS Center in the Justice System and the Technical Assistance and Policy Analysis Center for Jail Diversion (TAPA). 
 
The National GAINS Center facilitates collaboration between mental health and criminal justice systems and provides planning and technical assistance for the implementation of evidence-based programs. Visit their Publications webpage for more information.
 
TAPA is a national source of research and information on jail diversion programs, from policy development and analysis through program implementation and evaluation. Visit their website to learn more about implementing jail diversion for people with mental illness  and Texas jail diversion programs by county.
 
Council of State Government’s (CSG) Criminal Justice/Mental Health Consensus Project provides information and technical assistance to states seeking to improve access to and coordination of mental health treatment within the criminal justice system. 
  
  • 2002 Consensus Project Report is a collaborative work from over 100 criminal justice and mental health practitioners across the country and comprises 47 policy statements intended to provide foundation and guidance to improve the criminal justice system's response to a person with mental illness. 
 
  • The Advocacy Handbook is a resource guide for implementing the recommendations of the 2002 Consensus Project Report.
 
 
 
 
In 2007, the Texas Mental Health Task Force was selected to participate in the CGS Chief Justice-Led Task Force Initiative. The goal of the Task Force is to improve outcomes for Texans with mental illness involved in the criminal justice system. 
 
Resources for Judges and Attorneys and Other Court Personnel
 
"Texas Criminal Procedure and the Offender with Mental Illness," 3rd Edition by Brian D. Shannon and Daniel H. Benson, published by the National Alliance for the Mentally Ill (NAMI) – Texas with support from the Texas Bar Foundation and Texas Tech University School of Law, is intended as an educational tool for members of the bench and bar to better understand issues of the mentally ill as they come in contact with the criminal justice system. Visit the NAMI – Texas website for to obtain a copy of this book.
