December 3, 2007 - The Texas Youth Commission (TYC) held a public hearing regarding their proposal to change the use of force rule at their facilities. TCJC has received and reviewed the proposed rule change to 37 Texas Administrative Code § 97.23, which governs the use of force in the Texas Youth Commission. TCJC has serious misgivings about the proposed rule. Check out our testimony to learn why.
 
 
 
 
October 24, 2007 – TYC held a public hearing on Proposed 37 T.A.C. § 93.31 “Youth Grievance System” Texas Youth Commission. TCJC has reviewed the proposed rule change, which governs TYC’s internal complaint system. In addition to our concerns about the lack of specific detail in the policy, TCJC is further troubled by the change in how the agency now plans to write and implement its policies. Check out our testimony to learn why.
 
 
 
 
October 17, 2007 – The House Committee on Corrections held a hearing regarding the implementation of S.B. 103 in TYC. The passage of S.B. 103 was a critical first step in the right direction.  Now, the challenge ahead of us is the proper implementation of this ambitious reform bill. This testimony will examine the progress of TYC in achieving the three major themes of S.B. 103 – oversight, transparency, and treatment.
 
 
 
 
August 29, 2007 – The Joint Select Committee on Operation and Management of the Texas Youth Commission held a hearing regarding the reform efforts at TYC. Despite the tremendous attention and energy given to the problems plaguing TYC, they are still far from being solved. This is to be expected, as the problems facing Texas’ juvenile correction system are long-standing and systemic.  This testimony brings key recommendations that will assist TYC in fulfilling its purpose of rehabilitating the youth committed to its custody.
