TYC/TJPC Sunset
What is Sunset?
 
Both of the state-level juvenile justice agencies, the Texas Youth Commission (TYC) and the Texas Juvenile Probation Commission (TJPC), are set to Sunset in 2009.  Typically occurring only once every twelve years, the Sunset process offers a unique opportunity to review the purpose and function of state agencies.  (You can find more information on the Sunset process, including how to get involved, here.)
 
Timeline
 
Summer, 2007: TYC and TJPC submit their self-evaluation reports. 
 
November, 2008: Sunset staff release their report recommending consolidation of the agencies. 
 
December 15 and 16, 2008:  The Sunset Advisory Commission hears testimony from the agencies and members of the public, including TCJC, on the recommendations set forth in the Sunset staff report.   
 
January 14, 2009: The Sunset Advisory Commission votes 6-5 to adopt the staff recommendations, with some modifications.
 
March 12, 2009: SB 1020 is filed by Senators Juan “Chuy” Hinojosa and Glenn Hegar, along with its House companion, HB 3689 by Representative Ruth Jones McLendon.  Check out our fact sheet on HB 3689/SB 1020.  Rep. McLendon also files HB 3685, HB 3687, and HB 3688, which provide Sunset options that do not consolidate the agencies.
