Evaluation of Florida's Faith- and Character-Based Institutions. The findings and recommendations in this report highlight the results of a process and impact evaluation conducted by the Urban Institute of two of Florida’s Faith- and Character-Based Correctional Institutions (FCBIs): Lawtey, a male facility located in Raiford, Florida, and Hillsborough, a female facility in Riverview, Florida. The evaluation draws on data collected through interviews with facility administrators, correctional officers, program staff, and volunteers; focus groups with inmates housed in the FCBIs; and analyses of FDOC administrative data on FCBI and general population inmates. Despite these reforms, widely considered to be benchmarks by which we judge this nation’s pursuit of a “more perfect union,” there remain 5.3 million Americans prohibited from voting due to prior criminal behavior.
